DOH chief eyes own residency program for nurses:

MANILA, Philippines - Health Secretary Enrique Ona on Thursday said he wants the Department of Health to craft a residency program for nurses in an effort to stop the practice of "forced volunteerism" where nurses must pay a fee in order to receive training and get experience in public and private hospitals.
Speaking to radio dzMM, Ona said he had already issued a memorandum ordering government-owned hospitals to stop accepting fees for so-called training programs for nurses.
In its place, he said he wants the DOH "by itself or in conjunction with the Board of Nursing to come up with a residency training program [for nurses]."
Under the proposal, the government-funded residency program will give nurses 6-18 months of training in a public or privately-owned hospital. He said this includes all regional medical centers of the health department.
"For example, if you want operating room (OR) exposure, you will get 6 months of lectures or an expansion of what they’ve learned in school and then practical experience in the OR. And not just ordinary ORS but the OR of the Heart Center or the [Philippine] Orthopedic Center," Ona said.
More importantly, he said, those who join the residency program "must not pay."
"They will be paid, maybe not a salary, but an allowance," he said.

'Volunteerism-for-a-fee'

A Senate inquiry earlier investigated the practice of "volunteerism-for-a-fee" where nursing graduates pay hospitals to be allowed to volunteer in order to rack up experience.
Dr. Teresita Barcelo, Philippine Nursing Association president, earlier said some hospitals have taken to calling the practice “training programs.” She said no one wants to file a formal complaint or testify against unscrupulous hospitals or health care facilities since the volunteer nurse also benefits by way of getting an employment certificate.
ANG NARS President Leah Primitiva G. Samaco-Paquiz said volunteer nurses sometimes shell out as much as P10,000 to work for a hospital while doing the same work as the regular nurses.
"It is sad because there is no employer-employee relationshop, no benefits, no security of tenure. If something happens to the nurse, there is no obligation. They do not become experts. Even the certificate is not honored abroad because it is just a certificate of volunteerism and training, not employment," she said.
Some volunteer nurses noted that they agree to pay the fees because of the promise that they will be the first to be hired in case a vacancy opens up.
However, one volunteer nurse noted that many hospitals are woefully understaffed, with 2 nurses tending to as many as 50 patients.
The health secretary said the Department of Budget and Management is already allocating funds for the hiring of 12,500 health professionals including doctors, midwives and nurses.
He said the proposed residency program will remove "run-of-the-mill, unregistered training programs and of course, forced volunteerism."

Task force

Secretary Ona said he also plans to form a task force to investigate alleged training programs that exploit volunteer nurses.
He said the proposed task force will include the DOH, the Department of Labor and Employment and even the Department of Foreign Affairs.
The health secretary also denied that government-owned hospitals will only hire nurses who get the backing of their local congressman.
"You don’t require the backing of your local congressman. Ang sinasabi ko, dapat bigyan ng priority ay yung mga nagvolunteer," he said.

RED CROSS WANTS NURSES


THE Philippine Red Cross is organizing a nurse corps in preparation for bigger and more devastating disasters that may hit the country anytime.

PRC Chairman Richard Gordon said they are organizing the Cross Nurse Corps which can serve beyond  hospital routine and help build the culture of volunteerism in the country.

Gordon said the Nurse Corps will be composed of 724 registered nurses who will serve as catalysts between the Red Cross and the community.

They will help intensify the Red Cross 143 volunteer program, the flagship  program of the PRC that recruits and trains 44 volunteers in every barangay, school and work place, and will act as disaster responders when calamity strikes.      

“I have thought of organizing nurses because of their professional background and natural character of being caring and compassionate to their suffering fellowmen which is the main concern of the Red Cross,” explained Gordon.

“Nurses are also vision-focused and results oriented, and have the ability to communicate, train and organize community volunteers. Nurse Corps will likewise give jobs to registered nurses, many of whom remain unemployed,” he added.

The 724  nurses to be hired  will be mainly responsible for recruiting and training Red Cross 143 volunteers at the municipal level of the identified 656 municipalities and 68 cities (one nurse for every three municipalities/cities)  in the most disaster prone areas in Regions III  (Central Luzon), IV-A (Calabarzon), IV-B (Mimaropa), V (Bicol region), VI  (Western Visayas) and VII (Central Visayas).

The Nurse Corps will also be expected to raise funds for the RC 143 program and their respective resources.

“The Nurse Corps and Red Cross 143 volunteers will be the humanitarian soldiers of the Red Cross in the community who will help save lives in times of disaster  and other emergencies,” Gordon said.

Applicants must be a registered nurse, preferably coming from the same area where he/she will work, knowledgeable of the local dialect, culture and dynamics of the municipality.

They must also be computer literate, pro-active and persuasive, proficient in both oral and written communication, personable and physically fit, and must be able to organize and lead a group.

Applicants must also be focused, fast, friendly, flexible and forward-looking. More importantly he/she must be willing to commit to the objectives of the Red Cross Movement.

Nurse Corps will undergo comprehensive Red Cross Nurse Corps training and will have hands-on experience in the most respected and largest humanitarian organization in the country.

PRC Guidelines in Oathtaking Ceremonies

The Professional Regulation Commission (PRC) has come up with the new guidelines for Oath-taking ceremonies. 

In a statement released by PRC inInquirerPRC said that Group Oathtaking can be hosted by the 1.) respective schools of the board passers or in 2.) PRC Regional Offices in coordination with the Accredited Professional Organization (APO)provided that they get clearance from the Board of Nursing and the Professional Regulation Commission main office.

The report also added that new nurses can also have their individual oath-taking before the 3.) Board of Nursing (BON) or 4.) PRC officials in pursuant of Section 16 of the Philippine Nursing Law which says,

"Sec. 16. Oath. – All successful candidates in the examinations shall be required to take an oath of professional before the Board or any government official authorized to administer oaths prior to entering upon the nursing practice."

PRC also said that this oath-taking guidelines will not only apply to new nurses but to all board passers of other professions covered by the board/licensure examinations administered by PRC boards and PRC.
