Palace gives Rosero benefit of the doubt

MALACAÑANG still sees no need to discipline Professional Regulation Commission Chairman Leonor Rosero, who defied the President by swearing in nursing board exam passers despite a court ruling.
Palace spokesman Ignacio Bunye said the Palace was giving Rosero the benefit of the doubt because they believe there was miscommunication between the PRC and Labor Secretary Arturo Brion on the issue of the retake of June’s nursing licensure examination.
Bunye said Malacañang should not pressure Rosero into obeying the President’s instruction.
He said Executive Secretary Eduardo Ermita had issued a statement that President Arroyo would only get updates from Brion on the retake issue and stop entertaining recommendations from other Cabinet officials.
Rosero on Monday administered the oath to the new batch of nurses who supposedly passed the leak-tainted tests.
She also released the list of nurses who would do a selective retake probably on December 2 and 3.
The PRC, complying with the decision of the Court of Appeals last week, released the names of the examinees who are among the 1,687 who will have to take the board exam again after allegedly benefiting from the leakage.
Brion was named the President’s point man in the retake issue.
Dr. Dante Ang, chairman of the Commission on the Overseas Filipinos, had been one of the strongest advocates of a selective retake, saying it is the best way to regain the country’s bid to host the US National Council Licensure Examination (NCLEX) for nurses set this year.
On Tuesday a congressman urged President Arroyo to certify as urgent a measure abolishing the Board of Nursing.
Rep. Robert Jaworski of Pasig City said the nursing exam controversy provided proof that the board “has become irrelevant and no longer serves the purpose for which it was created.”
“Delicadeza dictates that the Board of Nursing must go,” Jaworski said. By certifying House Bill 3706 as an urgent administration bill, “Malacañang will be issuing a strong statement vindicating the integrity and decency of the nursing profession before the international community,” he said.
HB 3706 proposes to repeal the Philippine Nursing Act of 2002 (Republic Act 9137) so that the board’s functions could be taken over by other offices of the Professional Regulation Commission.
The bill was authored by 30 congressmen and continues to draw bipartisan support in the House.
Two members of the board, Anesia Dionisio and Virginia Madeja, have been implicated in the leakage.
At least 17,000 out of 42,006 examinees passed the examination.
House leaders also urged all parties concerned to wait for the Court of Appeals’ response to the motion for reconsideration filed by the University of Santo Tomas’ College of Nursing Faculty Association and two other groups on the court’s selective retake ruling.
While considering the predicament of the examinees and their parents as “tragic,” House Deputy Majority Leader Antonio Cerilles and Rep. Lorna Silverio of Bulacan, chairman of the House Committee on Inter-parliamentary Relations and Diplomacy, said everyone concerned should let the process take its course, or all parties must come up with a compromise to end the impasse.
“We still see no reason for the Court of Appeals to change its prior order, which is fair and balanced for all those affected by the exam leak. However, government agencies, especially the labor department and the Professional Regulation Commission, should be prepared to carry out the court’s final order, whether it decides to uphold the motion for reconsideration, or maintain the selective retake ruling. Meantime, we urge everyone to remain calm and patient,” the two lawmakers said.
Cerilles believes a retake would be unnecessary. “What must be done is to punish all officials responsible for the leakage of test questions. These should include the examiners and their employees and also employees of the PRC who were involved in the leakage. The passers who did not resort to cheating should be allowed to take their oath,” he said.

To my understanding the 1,687 that are supposed to re-take test III and V were never branded as cheaters. They are the ones that actually failed but passed because of the recomputation done by the PRC after it nullified 20 and 90 questions of test III and V respectively. Now that the CA's ruling nullified PRC Resolution 31, PRC has to obey the courts order and go back to the original list of passers. I emphatize with those whose names appeared in the list because they have been declared as "passers" but now they have to retake part of the exam. But then again, if you see it with an open mind, it will come out that it's a blessing in disguise because in reality they should have failed but now they are just made to re-take part of the exam and will have a high chance of passing it.

PLEASE....IF THERE IS ANYONE THAT SHOULD BE BLAMED FOR WHATS HAPPENING TO US, IT SHOULD BE UST, TADLE et al.
PRC IS DOING EVERYTHING THAT THEY CAN TO DEFEND US. MAAM ROSERO STOOD BY OUR SIDE -- RIGHT FROM THE START TILL THE END. IN FACT, WE SHOUD BE THANKING HER FOR THAT.
LET US ALL BE OPEN MINDED HERE AND NOT LET OUR CRAB MENTALITY OVERCOME US.
LET US CONTINUE PRAYING FOR 1 ANOTHER & HOPE THAT ALL THESE WOULD END.

at TEKA ULIT, yung 1,687 for RETAKE di naman ibig sabihin ng RETAKE e flunkers na kayo... iba pa yung 'flunkers' noh! (si brant ng UST yun, flunker yun. nyehehe!)
hindi issue kung may license na kyo or wala... kung maipasa ninyo yung test 3 & 5, di na kailangan bawiin yung mga license ninyo...
kung bumagsak lang kayo...
utang na loob...huwag ninyong lituhin ang mga sarili at buhay ninyo!
pasalamat pa nga kayo at test 3 & 5 lang ang ire-retake... originally for retake of whole exam ang 1,687 na ito na affected ng 'recomputation'... that's TRUTH! :P

Benefit of the doubt, sabihin niyo na bird of the same feather fluck together...both pgma and rosero are good at sweeping their anomalies under the rug.

Bakit ba ang bait naman ni gma kay rosero, puro kapalbakan naman ang ginagawa ni rosero sa PRC....kung sa bagay basta appointee ni gma purro palpak kagaya ang dalawang BON na nag-leakage

Magandang araw po sa inyong lahat. Alam nyo mga kapatid, tigilan na sana natin itong mga arguementong walang katuturan kundi puro makamundong kadahilanan. Bakit hindi nalang tayo magdasal sa Maykapal upang mabigyan tayo ng basbas at solusyon nitong problema natin ngayon. Ang Panginoon ay may plano sa bawat isa sa ating buhay at hindi natin alam yong planong iyon. So ang dapat nating gawin ay lumapit sa Kanya at ipaubaya ang lahat nating problema sa Kanya upang Siya na ang bahalang magbigay solusyon nito. Siguro may sang-ayon at hindi sumasang-ayon dito sa mga sinabi ko pero okey lang yan kasi hindi naman ang tao ang maghuhusga sa kapwa tao kundi ang Dios lamang. Maraming salamat po.
