Report: Nursing exam leakage traced to Baguio

The test leakage in the June 2006 Nursing Board Examination has been traced to Baguio City, ABS-CBN News' Bandila reported Monday.

The report by Ces Drilon cited information from a store owner in the city who told her that test papers were photocopied on her machine.

"Sabi nung una, punta na kayo sa baba sa review center may good news ako. Sure na sure na 100 percent na ito yung lalabas (I heard one of them telling the others to go down the review center. That person had good news and was 100-percent sure that the photocopied questions would appear during their examination)," store owner Vicky de los Reyes told Drilon.

Information gathered by Drilon said that at least 2,000 copies of a questionnaire were photocopied at de los Reyes' store the night before the board exam on June 11 and 12.

Some nursing graduates interviewed told Drilon that on the day of the exam, they saw the photocopies of the questionnaire held by reviewers of the Gapuz Review Center.

"They said it was a leakage from Gapuz so I asked them if I could read it. Then, one suggested to have the paper photocopied while another man offered his copy," said a student who declined to be named.

Free Hong Kong trip

The Professional Regulation Commission, meanwhile, revealed following an investigation thay Rey Gapuz, owner of the Gapuz Review Center, sponsored the Hong Kong trip of PRC-Baguio Director Senando Esteban in November.

Gapuz immediately denied the allegation despite the testimonies of several witnesses.

Relatedly, Drilon learned that the nursing exam papers were encoded and printed inside a PRC "confidential room" in the city. The huge number of examinees, however, prompted the commission to transfer production of test papers to the Teacher's Camp.

Inside the camp, PRC employees are under strict orders to remain within the premises. They are not allowed to leave the room until all papers have been printed.

Sources, however, said a PRC employee still managed to sneak out of the room with some test papers. A routine check of the papers revealed that some were already missing.

Aside from Baguio, authorities are investigating some 22 nursing college deans who allegedly received sample test questions for the board exam.

These deans, probers said, took part in the final coaching and review conducted a day before the board exam at a cinema in Manila.

The review was allegedly initiated by George Cordero, who has since resigned as president of the Philippine Nurses Association. Cordero owns a nursing college and review center for nurses, authorities said.

He, however, denied that the test leakage came from him.
