Two nursing board members face raps over test leak
The National Bureau of Investigation is set to file criminal charges against two Board of Nursing (BON) members for leaking test questions and answers during the June 2006 Nursing Licensure Examinations (NLE), ABS-CBN’s Bandila reported Wednesday.
A source in the NBI said BON members Anesia Dionisio and Virginia Madeja violated Republic Act 8981, otherwise known as the Professional Regulation Act. Penalties for violating RA 8981 include a six- to 12-year jail term and fines ranging from P50,000 to P100,000.
NBI Director Nestor Mantaring said he submit the complete report on the leakage to the Professional Regulation Commission (PRC), Department of Justice and Malacañan on Thursday.
The Bandila report said Madeja drafted questions for Test 3 of the NLE while Dionisio wrote Test 5.
Bandila tried to get the sides of Dionisio and Madeja. Dionisio, however, had reportedly left for Abra while Madeja has been advised by her lawyer not to comment.
A PRC report earlier identified the two as the possible beneficiaries of a P7-million bribe paid by George Cordero, ex-president of the Philippine Nurses Association.
The PRC said Cordero allegedly presented the leakage during the final coaching session of the INRESS Review Center two days before the board exams. Cordero is the owner of INRESS Review Center.
Bandila said Cordero nominated Madeja to the BON while he was still chairman of the PNA nomination committee.
Bandila earlier received a copy of a PowerPoint presentation, which was allegedly used during the final coaching session. Two nursing graduates confirmed that the presentation was the one seen by more than 1,000 nursing students in June.
One of the graduates, Dennis Bautista, earlier testified before a congressional inquiry that he overheard Cordero boasting that he paid P7 million for the test leakage.
Blame PRC, says Cordero
Cavite Rep. Jesus Crispin Remulla on Wednesday challenged BON and PRC officials to resign to give way to a fair probe on the alleged leakage. He also urged the President to reform the agencies involved in the controversy.
Cordero blamed PRC officials for the leakage at the resumption of the joint congressional inquiry. The committees on civil service and professional regulation, good government and justice conducted the probe.
He said the test leakage came from Baguio City. He said a PRC Baguio employee left the room while the board exam questionnaires were being printed.
Cordero admitted, however, that some of the test questions and answers shown during the INRESS review session last June could be similar to the ones that came out in the board exams.
"[It's] highly probable that some questions discussed in our final coaching are similar to those given in the test questionnaires," he said.
He added: "...the actual test questions may have beeen copied from NCLEX materials, published books, journals and other question and answer lectures."
During the hearing, Bautista hinted that Cordero was homosexual.
Bautista, a nursing graduate of the Philippine College of Health Sciences owned by Cordero, said the former PNA president once complimented his eyes in front of his mother and his best friend.
"He saw me at the dean's office. You have beautiful eyes, he told me," Bautista testified. He said Cordero even invited him to the office "if he wanted to graduate."
Cordero denied Bautista's allegations. "I didn't know that he's obsessed with me. Hindi ko siya papatulan (He's not my type)," he said.
Cordero earlier said Bautista was bribed to involve him in the leakage issue.
