Hey wait, not so fast. Despite Friday’s Court of Appeals ruling on the nursing exam fraud, the problem is not over. Responsibility shirkers at the Professional Regulation Commission cannot just sweep it under the rug by rushing to swear in all but 1,687 exam passers.
Three reasons compel the PRC to prudence. One, as Malacañan cautions, some parties might still contest the ruling. Two, contrary to the PRC’s publicized interpretation, the Court did not rule to swear in all 17,000 passers nationwide, but only those who clearly did not benefit from leakage of questionnaires. Three, while the Court ruled on the legal aspect of the to-do, the PRC has yet to face the larger issue: the taint on Filipino nurses and professional licensing.
On the first point, events already have overtaken the PRC. The Santo Tomas University nursing faculty and students, along with a nurses’ group, filed a motion Monday to reverse the Court ruling. In their mind, although unsupported by evidence heaped by the NBI, the cheating was nationwide, so the exam retake must also be nationwide. Litigants usually have 15 days to challenge a court ruling, so the earliest the PRC may swear in any passer, counting from Friday if nobody contests the ruling, is Oct. 28.
PRC chair Leonor Rosero should know that. In Senate hearings she constantly stressed that she consults her lawyers for her every move. Last Monday hundreds of anxious passers crowded into the PRC main office to be sworn in, but were told that Malacañan had stopped the rites. Bitterly disappointed they blamed everyone except the PRC that had led them on.
The misleading began with the false construal that the Court granted the PRC’s wish to swear in all 17,000 passers. That is farthest from the truth. What the Court did was let the PRC administer the nurses’ oath on passers who appear to not have benefited from the leakage. These obviously are passers from five of seven test sites; the NBI identified only Manila and Baguio to have been marred by fraud.
Impliedly the passers from Manila and Baguio must retake the exam. It need not be that messy, though. If the PRC does its job instead of taking the path of least resistance, it can narrow down further the number of re-takers. Not arbitrarily all examinees from Manila and Baguio would be compelled to retake, but only those who reviewed at three leaky centers – Inress, Gapuz and Pentagon. Plus, of course, attendees at a "final session" of seven schools at a Manila cinema house during which the questions were divulged.

So if they benefited from anything, it’s not from the leakage but the PRC’s re-computation – an act now branded as illegal by the Commission on Filipinos Overseas.
CFO chairman Dante Ang intervened in the crisis because of its effect on the country’s image. For a year he had been working on the holding in Manila of the annual US nursing licensure exams. That way, Filipino nurses seeking greener pastures would not have to fly to Tokyo or Hong Kong to take a shot at it. The leakage caught world attention. The PRC made it worse by first hiding it and then re-computing the scores in violation of the Nursing Profession Code. The brouhaha not only has spoiled the chances of Manila as an exam site. It also has scared local hospitals from hiring any of the June examinees.
Repairing a damaged reputation can be long and arduous. PRC chair Rosero’s aim, however, is to just get the oath-taking over and done with. In August, when the Court was about to take jurisdiction over the case, she rushed the swear-in of 6,000 of the 17,000 passers. Severely criticized for pre-empting the judiciary, she just shrugged. To date, however, only 2,000 of the 6,000 have been issued licenses because that it how slow the PRC is with its normal duties. But when asked if the NBI findings of fraud in Manila and Baguio means the PRC will have to repossess the licenses of those issued from those sites, Rosero turned adamant. No way may the PRC or even Malacañan revoke licenses, for what’s done is done. This is reminiscent of Teddy Roosevelt sending the US Navy on a saber-rattling expedition halfway across the globe without Congress consent, and then demanding that legislators appropriate money for the return trip lest the Great White Fleet be stranded far from American shores.

To my understanding the 1,687 that are supposed to re-take test III and V were never branded as cheaters. They are the ones that actually failed but passed because of the recomputation done by the PRC after it nullified 20 and 90 questions of test III and V respectively. Now that the CA's ruling nullified PRC Resolution 31, PRC has to obey the courts order and go back to the original list of passers. I emphatize with those whose names appeared in the list because they have been declared as "passers" but now they have to retake part of the exam. But then again, if you see it with an open mind, it will come out that it's a blessing in disguise because in reality they should have failed but now they are just made to re-take part of the exam and will have a high chance of passing it.

Not much effect. This is just another commentary from someone outside the nursing profession. So easy fo these people to write stuff as if they know everything, the pros and cons of the issue.

Phil Daily Inquirer editors & field reporters are so obviously clinging for All Board passers to RETAKE the whole exam, so as Manila times & ABS-CBN... they want to influence the public that a 'retake' will remove the tainted image created by those people who are in position but did nothing in their power to uphold the integrity
of nursing profession in the past... they want to sacrifice the 2006 board passers future to salvage them from disgrace of their own making...
We, BOARD PASSERS will not allow to be used and abused in this manner!!!

Konting konti lang sa media ang unbiased o kumakampisa board passers.

i hope that those who reviewed in the in the 3 review centers who allegedly distributed leaks will be collectively branded as cheaters because not all who attended the final coaching in those review centers benefited from the leak. I should know because i attended the final coaching of Gapuz and i didnt get any leak. In fact i think that the final coaching was useless since the topics discussed didnt came out of the actual exam. That is the truth. Now, for those who got the leak i dont know how and when they got it. I hope that you will not punish those who attended those review centers because i chose to attend Gapuz not cuz of the leak but cuz of the knowledge i can get. And im proud to say that i passed without the leakage. NOt all who reviewed in Gapuz, Inress and Pentagon are cheaters!! YOu have to prove a person's guilt first. Wag nyo idamay lahat! Wag kayo mapanghusga at wag nyo parusahan ang di dapat parusahan!

just a correction for a typo error..what i mean to say is those who reviewed in those 3 review centers should not be collectively branded as cheaters. Isa isahin ninyo i-prove ang lahat ng nag review dun kung guilty o hindi. Wag nyo lahatin. Patunayan nyo with evidence each student who reviewed in those 3 review centers wheter they are guilty or not.

Sa mga flunkers na complainants, mahiya naman kayo. Gusto nyo 17,000 passers mag-retake dahil incompetent, eh kayo me leakage na flunkers pa, di kayo ang incompetent, hindi sila. And you are below the level of the 17,000 passers dahil sila pumasa, kayo hindi. Yung nagawa nila, di nyo nagawa. Kaya ang me kailangan ng retake, kayo lang, hindi sila.
Dahil sa ginawa ninyo, ang mga hospitals, baka kayo ang hindi i-hire dahil argulyoso kayo, ang kakapal ng mukha nyo, at palipit kayong mag-isip. Baka bandang huli, i-complain at ipahamak pa nyo ang boss nyo sa hospital! You have that making--you find what is wrong in others but not in yourselves--yet you are worse!

Primero,42,000 ang kumuha at 25,000 ang hindi nakapasa.Bakit si Dennis Bautista lang ang witness o may 19 pa? Kung widespread napakatanga ba p natatakot ba yong libo libong kumuha ng exam. Ang totoo pakulo lang ng review center yong leak at tops. Tanga ba sila na sasabihin sa briefing na sigurado 'yon. Kaya hanggang ngayon yong mga bumagsak sa review center hindi sila makapagwitness. Nalaman lang ng reviewees pagkatapos ng exam sa final briefing na sa kahon kahon na review materials kahalo na dyan yong mga leak questions wala pa ring silbi. Kahit na kakasuhan nila ang mga review centers mahirap nila mapatunayan dahil draft lang ito. Yong BON examinees malinaw kapabayaan at kung may bayad ay karagdagang ebidensya. Yong review centers ang daming palusot. Napulot,nafax, naxerox at etc. etc.Kailangan makuha nila evidence trail(fingerprints etc, reibo, audio, video) mula sa BON papunta sa review centers. Kaya ano sabi bg NBI."Mahirap at impraktikal". Pinapahirap lang at pinatatagal dahil kahiyaan na. Pasong paso na pati marami sa media. Ang nakakapagtaka lang dito bihirang bihira ang bumagsak na kumakalaban sa anti retake. Karamihan UST at grupo lang nila.Yong sinasabi na passers na pro retake mabilang mo naman sa kamay yong magreretake ng mabigyan ng option.

teka, yung 1687 na for retake... test 3 & 5 lang naman ang ire-retake nila.
test 3 & 5 lang kailangan nilang ipasa. kesa naman yung buong exam ang ulitin nila... hellar!
diba mas fair yun for them coz bagsak naman talaga sila nung umpisa pa lang... haller!!!

Ang hirap kasi sa retake, yung mga tunggak na gustong magpa-retake ng test 3 ay for 100 questions ang retake, gayung ang may leakage ay 20 questions lang. So bakit nila i-nullify yung 80 clean questions? Dapat i-maintain ito at ang retake ay for 20 questions lang. This is the fair approach, but the "gunggongs" are not doing it this way, that is why me resistance--UNFAIR ang treatment sa retakers!!!

Bakit naman bibigyan ang 1687 ang retake, bagsak na sila in the first place, like everyone else who flunked the exam, now they only take test 3 and 5 which is unfair, kami lahat ang flunker will have to take all the exam again... ano ba yan CA hindi nila alam kung ano yon justice, injustice ang decision nila...

Please understand carefully that the list of 1,687 retakers does not mean they cheated.
None of them are cheaters, but they simply did not pass the NLE using their original scores. (binalik po kasi sa original scores ang grade natin)
This list of 1,687 is not the list of Gapuz, Inress & pentagon reviewees (Gagawin pa po yon ng NBI).
Sad to say, that is you true grade & if you really failed, then your still lucky to be given a RETAKE for free.
Regarding the cheaters, NBI needs to finalize the lists, go to court & prove the involvement of the review centers.
If for example, GAPUZ was found guilty, NBI now needs to prove the involvement of the students who took their final coaching to be able to prosecute them.
Still, each student can defend their innocence one by one if they want to. I heard that Pentagon reviewees have solid proofs that they are not involved with irregularities. Lucky for them, I hope their evidences can also prove that INRESS & GAPUZ are not involved.
It's a long & hard process but they are following the due process. If done right, then justice have been served.
What always matter are FACTS. If you don't have any, then there's no point filing cases at all.
So far, all have been fair except for the malicious personalities, malicious media & institutions that base their allegations on sheer hearsays.
Just like the WRITER of this column that believed Dante Ang's reason that the leakage issue is the reason why NCLEX hesitated to make the Philippines one of its testing sites. That's COMPLETELY FALSE & BASELESS! For Dante ANG, that's "MALICIOUS INTENT" & for the writer of this column "IRRESPONSIBLE JOURNALISM".
DO YOUR RESEARCH BEFORE ANYTHING ELSE!
We have to wait & see for this to the very end.

Back to original computation na ang scores sa Test 1 to 5 sa NLE exam. so paano yan, hindi na "leakage free" ang scores ngayon?!

Simple lang ibig sabihin- PALPAK ang PRC. Noon pang simula, palpak na. Bakit kasi manipulate ng manipulate ng scores?
Ako mataas average ko at di naman borderline. Bakit ako pinaparetake? pakisabi sa mga kasam natin, wag si Grace Urquiaga Pacleb ang gawing spokesperson kasi mayabang siya at walang respeto at selfish magsalita. At saka matanda na siya. Halatang malapit nang mag50 years old. Marami sa atin na ayaw sa retake ang ayaw din sa kanya. Bat di rin tayo ang pagsalitain at baka maawa ang mga officials? Si Tita (Matanda, e) Grace kasi, nakakaturn-off ang dating. Parang ginagamit niya ang issue para sumikat. Laging siya ang nasa TV. Bakit siya e mas marami namang credible na magsalita.
NO to RETAKE even for the 1687!!! NO to GRACE PACLEB!!!

Haynaku, KURAK ka dyan. Ayaw ko rin kay Grace Pacleb or Pacquaio? Parang boxer ang dating sa laki ng katawan. Mayabang nga at kung magsalita dinadamay tayo. Siya lang naman ang natutuwa sa PRC. Balita namin nagreview sa Gapuz. At nag-aral daw ian na di nagduty kasi takot instructors sa kanya. Mas matanda siya e. Halatang ginagamit nga niya ang nursing issue para sumikat. Apir ng apir sa TV. She is not the best and most credible person to speak for us. Dapat ang magsalita, yung mga bata na gaya natin na di third courser. Sa tanda niya, baka pa nga fourth courser siya. Mayabang si Pacleb. Down with GRACE PACLEB. Tumigil ka na sa kadadakdak dahil nakakasira ka sa diskarte ng no-retakers! Sa true lang.

Sa totoo lang di siguro lumala ito kung hindi si Grace inihaharap natin na ayaw sa retake. Sabi nga nung makaretake, gusto nila ng retake para lang mahirapan si Grace kasi mayabang. Nakakasira sa ating krusada ang tabain na iyan. Talaga namang ginamit niya itong issue para sumikat. Never heard naman ang taong iyan bago itong nursing scandal. Kumbaga nagride-on siya. At puri siya ng puri kay Rosero. Kaya tuloy marami ang naghihinala sa pagpasa niya. Gracia, sana tumigil ka na at pabayaan mo kaming mga bata na magtrabaho. Magrest ka. Akala ko sa election lang ang meron "Dagdag Bawas" dito rin pala sa PRC he! he! he! he!
Pero mga friends ganoon talga dito sa Pinas, iyong maliit ay siyang naapi at iyong malakas ay siyang nakikinabang. Example...
1. Tuwing meron raid sa mga beerhouse at nightspot, only girls and accordingly prostitutes ang nahuhuli pero ang manager palaging nakakawala.
2. Ang naglalako ng patalim at mga deadly weapons hindi hinuhuli pero ang bumili maaaring hulihin for illegal position of deadly weapons.
3. Dito sa Nursing exam batch 2006 ang mga may pakana ay nakakalaya pa pero ang mga Nurses ay nasa alanganin pa at naghihirap pa.
4. Pinipilit nilang paaminin ang mga Nursing examinee na meron leakage pero wala naman silang makuha na sapat na katibayan kung meron nga sa mga nag-exam, ang sabi meron daw umamin, eh di yun lang ang hulihin nila, kung wala naman silang makuha sa iba eh huwag na nilang pilitin pa. Ang gusto kasi nila ay pigain at pilitin na meron maparusahan doon sa mga kumuha ng exam samantalang ang mga may pakana ay hindi pa nakukulong at nakakalaya pa, pero pinipilit nila na meron student na managot. Hindi nila alam na hindi naman magagawa ng student ang leakage kundi galing sa isang nasa loob at hindi sa student. Natural lang naman sa student ang maghanap ng paraan at kahit na anong paraan para makapasa at hindi naman cheating yun kung meron man silang nakuha. Kasi nga kung meron ka man leakage kung hindi mo naman pag-aaralan yun eh hindi ka rin papasa, kailangan nga lang pag-aaralan mo rin di ba? at the same time kahit na sabihin pa na leakage yun ay hindi ka pa rin sure na yun na nga... hanggat hindi pa nalabas sa exam, kaya paano mo masasabing cheaters ang student na yun????

Yung mga nag comment na ang yabang ni Grace , sila mismo ang mayabang. Nagpakahirap na nga yung tao para ipaglaban tayo, naiinis pa kayo. Gusto nyo pala magsalita eh di pumunta kayo sa media at magsalita. Kaya nyo ba yon mga iho at iha? Marunong ba kayo humarap sa camera at sumagot ng tama? Sa tema pa lang ng comments nyo, talo na ang ipaglalaban nyo.

naku na 'out of context' nyo lang po siguro yung comment ni grace... she didn't mean any harm to all board passers... alam nyo naman ang media, lalo na kung abs-cbn, chop chop ang broadcasting nila lalo pa kung biased sila sa issue...
i have my respect for grace and toto aquino... sila po ang naging voice nating mga 'board passers' (both 1st coursers & 2nd coursers) kasi yung mga first coursers were not that organize pa at that time na kasagsagan ng nursing controversy...
ngayon po, madami na tayong 1st coursers na representative from diff schoolds na member ng ANN...
let us unite po - ALL 2006 BOARD PASSERS! huwag po tayong magpadala sa panggugulo ng media, UST, mga pulitiko sa issue... isa lang ang ipinag-lalaban natin dito - ang ating RN LICENSES!!!
