SOME Northern Mindanao passers of the controversial June 2006 nursing licensure examinations are included in the list of 1,687 successful examinees ordered by the Court of Appeals (CA) to retake the board, a local successful nursing examinees group said Tuesday.

The group is questioning why the 1,687 examinees ordered to retake the board was not posted in the regional office of the Professional Regulatory Commission (PRC) as well as how such a list was arrived at by the authorities.

The members of this group will also be calling soon for a general assembly of all June 2006 licensure successful examinees from Northern Mindanao.

The University of Sto. Thomas (UST) filed a motion for reconsideration at the CA as the "leakage aspect" was no longer considered in arriving the list of 1,687 successful examinees ordered to retake the exam.

One of the passers who is in the list said she might as well join the call for a retake for all who took the leakage-tainted June 2006 exams.

"As they have included me in the list of those ordered to retake the exams when the leakage did not reach Mindanao, it is just best that all of us retake the exams," the passes who requested anonymity said.

Earlier, PRC's Estrella Malik said there were only 42 percent who passed the June 2006 nursing board exam in Northern Mindanao.

A lot of stress

Malik said if indeed there were any leakage in Mindanao the percentage of passing would have at least reached 50 percent.

"The leakage did not reach our region...our examinees here really worked for it," she had said.

Alliance of New Nurses in Northern Mindanao key officer and June 2006 Nursing Licensure Examination 7th Placer Jocybel "Bing" Itorralba voiced "deep and indescribable" surprise, disappointment, and frustration over reports that some Northern Mindanao passers are to retake the licensure exam.

She said the list was posted at PRC-Manila and that some of their fellow passers there saw the names of fellow June 2006 nursing examinees who have been declared to have already passed the examinations but are now ordered to retake it.

"We were called up by our fellow passers in Manila that of the 1,687 examinees who are to retake the exams there are some who are coming from Northern Mindanao," she told Sun.Star Tuesday.

Itorralba said they immediately rushed to PRC-Northern Mindanao office but there was no posting as the regional director received orders from their head office not to post the names of the 1,687 examinees ordered to retake the exams.

"We cannot blame our PRC here as they are only following orders but this is really causing us a lot of stress," she said.

Formula

She added they were told that the PRC has to consult with the Solicitor General on the legality of carrying out the order of the CA considering they could still appeal such to the Supreme Court.

The Alliance's secretary Maico Canceko-Zayas said, "We are disappointed with the postponement and we are still trying to secure a copy of the list to determine who are affected by the order to retake."

Itorralba said they were told that those included in the list of 1,687 successful examinees ordered to retake were those who failed in the original formula.

"So because they are using that formula and not looking into the leakage aspect no one is safe," she said. "So the leakage aspect was no longer considered, which is exactly the basis of UST's asking for a motion for reconsideration of the CA's decision."

Itorralba said because of this formula, those who got a flat percentage score of 75 percent are in danger.

"And many of our passers here got just 75," she said, adding that the successful examinees here who got 75 percent passing score did it with no help of any leakage but just plain hard work and unceasing prayers.

Revoked

Itorralba said they are also questioning why the formula was only applied to Test III and Test V.

"How sure are they that those tests have a leakage? Who really knows?" she said.

She added that their group sympathizes with those fellow passers who were even already issued license identification cards by PRC in Manila but were later told that it is now revoked.

"We are also trying to get a copy of the Court of Appeal's decision. So we can get an accurate picture of the situation. We will call for a general assembly as soon as possible to discuss our options," Zayas said.

Itorralba said they will be inviting a lawyer to the General Assembly to give them a legal perspective of the CA decision and to discuss to them their options.

Please understand carefully that the list of 1,687 retakers does not mean they cheated.

None of them are cheaters, but they simply did not pass the NLE using their original scores. (binalik po kasi sa original scores ang grade natin)

This list is not the list of Gapuz, Inress & pentagon reviewees (Gagawin pa po yon ng NBI).

Sad to say, that is you true grade & if you really failed, then your still lucky to be given a RETAKE for free.

Regarding the cheaters, NBI needs to finalize the lists, go to court & prove the involvement of the review centers. If found guilty, NBI needs to prove the involvement of their students to be able to prosecute them.

It's hard, time consuming but they are following the due process. If done right, justice have been served. Right now, we have to wait & see.

I deeply symphatize with those whose names were published as passers but were later stricken down by the CA after they rejected PRC's Res 31.What you can do is join the petition to the CA pointing out that what PRC did is within the authority of PRC. Technically your case is not a retake but for whatever reason they treated your case as retake. Normally either you pass or condition. Your grade is borderline(say 73) and under the law PRC is authorized to increase this to 75(which the PRC did but the CA disagreed).What iam wondering about is how come 1,186 is affected? I thought it is just a simple increase of the pie by increasing lowest passing from 73 to 75. That is not the case. Most probably it is due to the recomputation. When PRC applied the IBE formula 1186 (despite 2% bonus) failed and 1687 passed. what CA did is to bring justice to the 1,186. The CA did this because they concluded that there is no leakage becauseit is not widespread. What is painful is when your name got published, first as passer then as retaker. You can file a case againts PRC for the harm and damage it may have caused you but as it stands now the most practical course is to take a retake which may in effect waive your right to pursue a case againts pRC or CA in the future. On the other hand you may proceed with the MR to the CA and this may take time. Mahirap talaga, kasi nareduce na lang sa 1,687. Iba yong marami kayo at mas malakas ang pressure kahit man lang sa public opinion. Do not despair,pray and hope that this will be a blessing in desguise. Remember it is not technically aretake, more of a conditional grade. God Bless!
