Starting next year, review centers will be placed under the supervision of the Commission on Higher Education Chairman Carlito Puno said yesterday.

The commission is also considering two options: Require the review centers to put up their own schools or make the review part of the regular curriculum.

CHED has been coordinating closely with the chairmen of all technical working groups of all disciplines. “In the next few months, CHED will make consultations with the school heads, deans, students or student councils of all courses and with some review centers across the country. We want to hear their side. If they have better ideas, we are open. Hopefully by the middle of November, we should come up with the final draft of the implementing rules and regulations,’’ Puno said.

On Sept. 8, President Gloria Macapagal Arroyo signed Executive Order 566 placing all review centers under the commission’s supervision. The issuance of the EO was prompted by the widespread cheating that marred the nursing licensure examinations last June.

According to Puno, each review center will be required to have its own school that offers the course. A nursing review center, for instance, must have its own nursing school, according to the commission.

There are about a hundred review centers nationwide and most of them are based in Metro Manila. Most of them don’t have their own school.

CHED has come up with two suggestions on how it should regulate review centers: to allow only recognized colleges and universities to operate review centers and to include in the curriculum of nursing education the review of board examination.

Nothing is definite yet as consultations are still being conducted with the various stakeholders.

Puno said schools handling review centers will also be tested based on how they handle the review of their graduates.

Meanwhile, Puno said the commission is keeping an eye on R. A. Gapuz Review Center, a major review center that figured in the June leakage. Gapuz has to comply with the requirement that it has to put up a nursing school before it is given a permit to operate.

Puno said he made two suggestions for the draft of the IRR, which would be a basis for the approval or disapproval of applications for permit. “One is that we allow only recognized colleges and universities to operate review centers.”

Another suggestion is to include the nursing board review in the regular curriculum.

Puno added even with these suggestions, there is nothing definite yet.

“Since all disciplines or courses are covered, including accountancy, engineering, health courses, practically all except law, our thinking is that there should only one policy to cover all these review centers coming from different disciplines,” said Puno.

This idea is completely a blunder. This make things more complicated and harder for the next nursing graduates. Why should the review centers be required to put a nursing school when in the first place this is NOT their specialization? And who says that the present school set-up does not conduct review to their students, thus integrating the review subjects to their curriculum? For the information of our government officials who are responsible of this idea, the schools are doing this review for a long time to make their students prepared. But reviewing outside their school is already an effort of the students to make themselves more competitive and assured of passing the board.What is the problem of this? I hope they will listen...
