Let’s find the culprit

We make this claim not because we are a Filipino-American newspaper. We know this to be a fact through the sheer numbers of Filipinos working as nurses all over the world. They can be found in the best hospitals of Asia, the Middle East, Europe and of course, the United States.

The reputation is well earned. For decades, Filipino nurses have been coming in droves to this country, and for the most part they acquit themselves very well, thank you.

They not only work hard, but they are always willing to go the extra mile. Their work does not necessarily end when the bundy clock tells them it’s time to go home. Most importantly, their “bedside manner” is as close as one can get to being ideal.

Perhaps it is because Philippine culture dictates that care must be given to those in need. Caregiving thus becomes second nature for Filipinos. The very idea of sending their parents and old and infirm relatives is foreign to most Filipinos.

We can almost say that every Filipino is a nurse at heart. They learn to care for their siblings as part of the growth process, for their children when they have their own families, and for their parents and grandparents when these elders are too old to care for themselves.

Last June, more than 40,000 graduates of nursing from Philippine schools all over the archipelago took the nursing licensure examination, given twice a year by the Philippine government’s Professional Regulation Commission. About a third passed the rigid exam. Ordinarily, this would have meant that a few thousand Filipinos were now ready to take their oath and become full-fledged nurses. They would therefore be ready to take on the hard work that they slaved for four years in college to prepare themselves in hospitals, caregiving facilities and private offices.

It is no secret that the majority of the new nurses were eyeing jobs abroad. They could realize their dreams of coming to America, first to work, then to stay on as permanent residents and eventually become citizens. Further down the road, they could petition their close relatives to come join them here.

Unfortunately, this is not to be the case. At least not for this batch.

Somehow, some person or persons who owned nursing review centers had taken it upon themselves to make sure their enrollees passed, by hook or by crook. One of their methods was to buy or steal the test questions, and use these in the review sessions.

It was cheating, no more no less. And whoever was involved might have gotten away with the crime had it not been for some examinees themselves. It was these young people who exposed this most serious breach of ethical practices.

One by one, they stepped forward to complain that parts of the test they took were exactly like the review questions used in a couple of review centers. Very clearly, the actual test questions had been leaked.

Since cheating had taken place in the June 2006 nursing licensure exams in the Philippines, everyone who passed was suspect. Did he or she pass because of prior knowledge of the exam questions? What kind of nurse would a person be if he or she did not have the necessary working knowledge, as proven by passing the test on merit alone?

Correct us if we are wrong, but shouldn’t the Philippine government get to the root of the problem by flushing out and exposing the scoundrels behind the leakage? This seems to be the logical step to take. Instead, the government has decreed that all who took the exam must take it again.

It is known that Philippine President Gloria Macapagal Arroyo was once upon a time a college professor. From what we gather, she was a pretty good one at that. Economics was her field of expertise.

We can’t help but wonder if the former prof is acting like one when she decided that everyone must take the test again. Strict professors can act like tyrants in the classroom with good reason. It keeps their students on their toes and can even help the learning process.

But this is not the case with the exam in question. Punishing the innocent just doesn’t seem like the right way to remove the taint against these young, would-be nurses. Finding the culprits is the better way.

Better did we say? Correction, professor. It’s the only way.

if I were a professor, what I would do is get list of names of those who cheated... that's easy if we're talking of a class of 50 students... but for 42,000 test takers... i would have done the same treatment that PRC did... hire a statistician to verify the extent of cheating in all tests categories... removed the tests that were tainted with leakage!!! and maybe increase the 'passing rate'... so more students will pass... that sounds more justifiable & reasonable!

A retake stance, is a blatant admission that everyone cheated... which was not the whole truth of the matter... that is unfair & unreasonable!!!

Let us not forget that all this recent development in the 2006 NLE were escalated out of proportion by the MEDIA, first of all due to the filing of TRO by UST... the delaying tactic gave opportunity for the politicians to meddle in the issue which WAS ALREADY RESOLVED BY THE PRC IN THE FIRST PLACE! BY THE EXCLUSION OF TEST 5 AND PART OF TEST 3...

NLE WAS ALREADY LEAKAGE FREE BEFORE THE ISSUANCE OF TRO!!!

DON'T LET YOUR MIND BE CLOUDED BY THE PLOT OF EGOTISTICAL GOV'T OFFICIAL IN THE PERSON OF DANTE ANG, OR DEAN TUAZON, WHO INSTEAD PROTECTING OUR IMAGE IN THE INTERNATIONAL COMMUNITY HAD DONE OTHERWISE...

OR LET US NOT FORGET WHY UST FILED THAT CONTROVERSIAL TRO... SO THAT JUNE 2006 BOARD PASSERS WON'T BE ABLE TO TAKE THEIR OATH & GET THEIR LICENSES...IT'S FOR THE SOLE SELFISH OBJECTIVE - UST SCHOOL RANKING IN THE BOARDS!!!
