Flaws in the computation of the final grades of 2006 nursing board examinees emphasizes the need to retake Tests 3 and 5 of the 2006 Nursing Licensure Exams, a university professor said Tuesday.

Rene Tadle, president of the University of Sto. Tomas Faculty of Nursing Association, said groups asking for a retake of Tests 3 and 5 will include in their petition a report on the alleged inclusion of 90 leaked questions from Test 5 in the computation of the final grades of the nursing board examinees.

A statistician hired by the Board of Nursing (BON) earlier admitted that she did not invalidate the 90 leaked questions in computing the final grades of the board examinees. The questions were reportedly leaked to several review centers two days before the exams.

In an exclusive report on ABS-CBN's Bandila, Dr. Mila Ibe said removing 90 out of the 100 questions from Test 5 of the NLE would invalidate the whole test.

"If you remove 90 questions, then only 10 would remain. [Ten questions] would no longer be dependable or reliable to gauge [the examinee's] knowledge of Test 5," she said. Test 5 tackles questions on psychiatric nursing.

Officials of BON and Professional Regulation Commission (PRC) have said they had invalidated the leaked portions of the NLE to compute the final grade of the board examinees. The PRC said a total of 17,871 of nearly 43,000 board examinees passed the licensure exam.

Ibe said she removed 20 leaked questions of Test 3 of the nursing board exams in the computation of the final grade. She said she did not receive confirmation that the 90 questions on Test 5 should be left out of the final computation of the results of the board exams.

"Better to nullify it than to take it for what little information that you get from the remaining 10 items. I won't allow that only 10 (questions) would be the basis (for the Test 5 results)," she added.

Dante Ang, chairman of the Commission on Filipinos Overseas, said Ibe's admission shows the need for a retake since only 20 leaked questions were invalidated in the exams.

"By invalidating 20 out of 100 questions in Test 3 and lowering the weight from 20 to 10 percent (some statisticians say 2 percent, not 10 percent, as PRC claims) for Test 5, the PRC thoughtlessly punished the innocent, not just the guilty, by consigning especially those who might have excelled to the level of mediocrity," Ang said in The Manila Times article "Who cares about patient's rights?"

He added that by law, the PRC and BON are not allowed to recompute and deflate the assigned weights that have the effect of lowering the passing average.

"The Nursing Act of 2001 states that the passing average for nursing is 75 percent, provided no grade is below 60 percent in any subject. Very clearly, the law does not provide for any kind or form of intervention in the computation or recomputation of the test score," Ang said.

Lucia Chona Ventura, president of the Actuarial Society of the Philippines, earlier questioned Ibe's formula to compute the final grades of the board examinees.

She said more board examinees passed when using Ibe's formula to compute the final grade compared to a formula proposed in a BON resolution. Ibe's formula combines the average of Tests 1-4 and Tests 1-5.

"Dr. Ibe's formula lowered the weight of Test 5 to 10 percent of the whole score of the examination while Tests 1 to 4 each had weights of 22.5 percent. The weight of Test 5 was much lower because 90 percent of that exam was leaked. That 90 percent actually tests the examinee's knowledge on that subject. Ninety percent spells a big difference, it affects the entire exam totally," she said.

PRC Chairwoman Leonor Tripon-Rosero, meanwhile, defended the formula used to compute the final grades of the nursing board examinees. She said the computation lessened the weight of the Test 5 score in the final grade of the examinee.

She earlier told two congressional panels investigating the nursing board leakage that the formula would increase the number of board passers by 499.

Earlier reports said the PRC also gave a two percent bonus to those who got a final grade of 73, raising their scores to 75 percent. To pass the nursing board, examinees should correctly answer at least 75 percent of 500 test questions equally distributed among five subjects.

PRC officials have rejected proposals for a retake of Tests 3 and 5 of the nursing board exams.

What is needed is to regulate review centers, not close them and have colleges of nursing do it. The regulation may cover, among other things, rates of fees and number of reviewees in a classroom.

If there are, say, 200 nursing schools all over the country, we need at least double that number as really topnotch reviewers for all of them--and there is no assurance that it is feasible, especially in far-flung areas.

However, we need only a relatively few really good reviewers in highly specialized and limited number of review centers, where graduates from different schools can go to and review.

Review centers are needed because they expertise is how to pass board exams, not just how to practise the profession. For example, UP was not offering CPA review classes years ago. Mayabang siguro. The top accounting school then, UE, was conducting CPA review classes exclusively for its graduates--graduates of UP and other schools are barred. However, when some of the top reviewers of UE separated and set up their own CPA review school, UP graduates, as well as graduates in other schools, who reviewed in it started to dominate the CPA board exams that eventually ended the lording it over by UE.

If there is flawed computation, the solution is to correct it--not retake--IDIOT!

And please ABS-CBN, show any PRC official saying that the leaked questions were removed! They have stated time & again, that it was devalued... hindi kasi kayo nakikinig, puro kayo kontra!
