Arroyo to issue order for nursing board partial retake

PRESIDENT Gloria Macapagal-Arroyo remains convinced a partial retake of the June 2006 nursing licensure examination will restore the profession’s integrity and is prepared to issue an executive order (EO) on this, Labor Secretary Arturo Brion said Monday.

Brion told INQ7.net the executive order will instruct the Professional Regulation Commission to administer the retake of the leak-tainted tests 3 and 5 of the June board exam on or before the December 2 to 3 regular licensure tests.

The PRC was recently placed under Brion’s office.

Arroyo “wants a retake of Tests 3 and 5 for all the examinees on or before the December licensure exams, that's 60 days from now,” he said. Questions to these two portions of the exam were allegedly leaked.

Brion said he talked twice last week with PRC chair Leonor Tripon-Rosero about the President’s decision. Rosero, he said, will seek an audience with Arroyo to try to dissuade her against issuing the order.

“But the President is firm on a retake. Expect an EO within the next two days, detailing the action that the President wants taken,” Brion said.

He also said the government will shoulder the P900 examination fee for each of the more than 42,000 June 2006 examinees.

Should Arroyo issue the EO, it would go against the advice of lawmakers and other quarters to wait for the Court of Appeals to decide on a pending case seeking the nullification of the June nursing board exams and the oath-taking of board passers.

Senator Panfilo Lacson, for one, said Malacañang's pushing for a retake would send the signal it considered itself above the judiciary.

“The Court of Appeals has not issued any decision on the matter, yet Malacañang already made a decision. Why is it preempting the judiciary? Does it feel it is above a co-equal branch of government?” Lacson asked.

Lacson said the Palace should at least be “more discerning” and deferential to the court.

Brion, a former appeals court justice, defended the President's decision. He explained that Arroyo is not stepping on the judiciary's toes in this instance, but only “exercising her supervisory powers over the PRC.”

Senator Ralph Recto, on the other hand, called for a retake only for Luzon examinees, saying no evidence shows that those in the Visayas and Mindanao benefited from the leak.

To this, Brion said: “We have to look at what is involved in this case; that is the integrity of the professional licensure exam in nursing. Integrity is not divisible, iisa ‘yan (It's one). We're not questioning the integrity of the examinees, but the exam.”

The alleged leak in the two nursing board exam subjects scandalized the entire nursing profession in the country and jeopardized Filipino nurses' preferred status around the world.

More than 17,000 of the 42,000 or so who took the exam passed it after the PRC recalculated the results to exclude the leaked questions.

The Senate and the National Bureau of Investigation have probed the issue, and the Court of Appeals has issued a temporary restraining order, in force only until October 8, stopping the oath-taking of those who passed.

Kung sakaling matuloy nga ang retake siguro dapat yung mga magreretake lang muna ang kumuha ng exam sa december, hindi dapat isabay yung mga december batch.

tsaka dapat yung mga nag failed sa tests 1,2 and 4 dapat retake na sila lahat nung exam, dahil useless din if test 3 and 5 lang yung kukunin nila, same thing, bagsak pa rin sila.

Imagine na lang yung review na 6 months before the board exa, compared sa 2 months lang na review sa retake.
