(UPDATE) THE CHAIRPERSON of the Professional Regulation Commission (PRC) accused Commission on Filipinos Overseas head Dante Ang and Labor Secretary Arturo Brion of "intruding" in the affairs of the body.

Appearing before the Senate budget hearing Tuesday, PRC chairperson Leonor Tripon-Rosero said Ang, who also heads the Presidential Task Force on the NCLEX (National Council Licensure Examination), and Brion were both pushing for a retake of tests 3 and 5, the portions of the 2006 June nursing board exam allegedly tainted by leaked of questions.

When Senator Franklin Drilon, head of the finance committee, observed that Rosero did not appear capable of handling the nursing board scandal, which remains unresolved until now, the PRC head replied that this was because of people “intruding into the PRC and doing a demolition job against the PRC.”

When asked to name who these intruders were, Rosero named Ang as the person who she said kept on “saying not so good things about PRC” and that the tests were tainted.

She also said that since the PRC was placed under the Labor department, Brion has expressed the opinion that there should be a partial retake of the licensure exam.

“Up to this time, our [PRC] stand is no retake,” Rosero said, although she added that they would abide by the decision of both the Cabinet and the Court of Appeals on the matter.
The appellate court is hearing pending petitions to annul the results of the June licensure exam and the oath-taking of board passers.


Rosero also said that once a temporary restraining order issued by the Court of Appeals on the oath-taking lapses on October 19 with no action from the executive branch, she would allow the rest of the 17,000 board passers to take their oaths as new nurses.

Some 6,000 of the 17,000 passers managed to take their oaths before the restraining order was issued. Of this number, some 2,000 have been registered.
Earlier on Tuesday, Brion told INQ7.net that Malacañang had given the DoLE supervision and control of the PRC.


The PRC was previously under the supervision of the Office of the President.
Brion, whose confirmation is set to be heard by the Commission on Appointments, said he was waiting for the results of an investigation by the National Bureau of Investigation on the alleged nursing test leakage.


“It's a waiting game right now...The NBI is set to give its report any day now,” Brion said.
“We shall consider the NBI report among others as bases for our action; the others [include] wider policy perspective like the effect [of our decision] on the integrity of the exams and foreign employment,” he said.


Asked about his position on the retake, Brion said he was keeping an open mind.
“When the President asked me to restudy the issue, I mean to seriously restudy it. It is premature to say what my position is,” he said.


Last week, Brion came out with a draft executive order calling for a retake of Tests 3 and 5 by all the 42,000 nursing examinees nationwide.
