At least two top destination for Filipino nurses abroad have raised concern over the Nursing Licensure Examination leakage in the Philippines, ABS-CBN's Bandila reported Wednesday.

"Our labor attaché to Belgium was in touch with me last night and asked about what is happening because Brussels was asking," said Labor Secretary Arturo Brion.

"When you speak of Brussels, you speak of the [European Union]. A representative of the Japanese embassy also approached us," he added.

The labor chief said that although Belgian and Japanese authorities have no say in the ongoing debate on whether to conduct a retake of the examination or not, they are closely monitoring the Philippine government's decision on the matter.

"Foreign governments will never intervene in our affairs and we will not allow them to intervene but they have the right to ask. They want to know what is happening," said Brion.

Thousands of Filipino nurses work overseas, most notably in the United States and Europe.

In the United Kingdom, an EU-member country, Philippine government figures show that 80 percent of about 180,000 Filipino workers there are in the health sector.

In the US, thousands of Filipino nurses have found employment at hospitals after its health sector opened up opportunities for foreign workers.

Recently, the Philippine and Japanese governments signed an agreement allowing Filipino nurses and caregivers to work in Japan.

The Philippine Nurses Association said that the country has 368,589 licensed nurses. An average of 13,000 new nurses, meanwhile, are produced every year.

Experts, however, said that with the rate of Filipino nurses going abroad to seek greener pastures, it would not be long before the country's health care sector dries up.

In the US, for example, Filipino nurses are given chances of obtaining residency visas and later on, citizenship. They also have the chance of bringing their family to the US.

Decision on exam retake

Brion, meanwhile, is set to issue his final decision on the nursing examination within the week after the National Bureau of Investigation the results of its probe on the leakage.

"What we are also after here is not just the integrity of our system but the welfare of our examinees as well. We need to decide at the soonest so that these people (examinees) can already move on," he said.

On Wednesday NBI Director Nestor Mantaring said the agency will file criminal charges against 17 people allegedly involved in the leakage. He did not name the accused.

The agency had delayed the release of its final report after receiving the sworn statements from nursing board takers linking a Manila-based review center to the leakage.

Some 42,000 nursing graduates took the NLE examination last June. A total of 17,821 examinees passed the exam.

Okay, foreigners are asking, and that is expected.

What matters is what our government officials will tell them. If they will put down the 17,821 passers before foreigners, then they will be undermined before them--a situation that results directly from the failure of the government to protect the passers from the illegal acts of unscrupulous examiners and review centers.

But if the government will tell them that we will punish the culprits and cleanse the exam system, and that the passers hurdled enough questions that could show their competence, then that is what the foreigners will likewise think--because we are the ones supposed to know the real score, not them. They will generally abide by what our government will say.

This must really be the failure of our own government officers, behind this resolution to maintain and provide protection to the interests of the most by asking consultation to foreign countries, in which only our very own country can resolve. As expected they would say, the decision is in your fair judgment, because they believe, Philippine NLE, is diefferent from what kind of tests they intend to measure. That is why it is wrong to say that those few who got benefit from the leakage will never be tested, just the same to the most. Considering how PRC, recomputed the tests, to diminish if not totall null the benefactors of the leakage.

Our own public officials are the ones making this controversy enigmatic and indefinite.

Let this be ended, by showing the world how our country justly resolves this controversy. And that they will certainly accede on that in the name of justice in a democratic country.

Mga kasama, nakuha ko ito sa ABS-CBN Forum. Maramin ang pro-retake doon. Di gaya dito, iilang tao lang nagpopost na anti-retake at parang maramin sila.

This is good for humor DH but seriously, the cabinet used a simple Cost Benefit Analysis and had a look at statistics to justify the retake. This is how it probably went:

What is at stake here? The reputation and integrity of around 137,000 Filipino health care workers deployed worldwide, mostly in the middle east, north America, Europe (specially UK), Netherlands, high income asia, and future japan. These nurses remit an average of $ 2.2 Billion US Dollars per annum.

How much will is cost to fund the retake of 17,821 nurses? Inclusive of logistics, lunch and some pocket money to take home? Less than $ 2 Million US Dollars. That’s quite cheap isn’t it?

What can we further gain with a retake? The continued outflow of approximately 13,000 nurses per annum, in addition to the 137,000 who will get to keep their jobs after a retake. The Philippines will continue to enjoy an inflow of over 2$ Billion US Dollars, which is also increasing by approximately $200,000 Million US dollars per annum, at an accelerating rate. Most priceless of all is the peace of mind that Filipinos will continue to be the most trusted race to fill in the ever increasing demand of registered nurses in the future.

Considering these figures, seems like a retake is not such a bad deal for the Philippines after all?
