No proof of wider test leakage, says reviewer

DAVAO CITY— A board reviewer who earlier said he believed the leakage of test questions given during nursing board examinations in June had spread to Davao and Tacloban cities, now says he has no evidence to support his claim.
“I would like to make it clear that what I said was hypothetical. There is no substantial evidence present at the moment,” nursing board reviewer Joel Dumdum said in a phone interview Sunday..
Dumdum earlier told the Inquirer that he had received information that a certain review center with branches in Davao City and other areas had offered the leaked test questions to a dean of a Davao nursing school a day before the exams were held.
“That information was only relayed to me,” Dumdum said Sunday when asked if he was able to actually talk to that dean.
He said stories about the test questions having been leaked in the Visayas and Mindanao were “hearsay.”
Asked about what he would say if the National Bureau of Investigation questioned him on what he knew about the controversy, Dumdum said he “will disclose the information I have,” which he said was a “relayed” story.
Dumdum’s latest statement contrasted with what he said in an interview with the Inquirer on Saturday.
While he also pointed out on Saturday that the information he had came from other people—specifically, from some of his students—Dumdum was very clear during that first interview that he believed the information given him was correct.
He also said in that Saturday interview that the information he had should come out to show the extent of the test leakage.
He even told the Inquirer then that “the leakage is everywhere.”
A registered nurse and a former nursing professor, Dumdum also said—as he reiterated Sunday—that he was willing to tell the NBI what he knew.
More than 17,000 examinees passed the tests, out of 42,000 who took them.
The controversy has stirred a national uproar and reached the courts as well as the Office of the President, which has said it will decide shortly on whether there should be a retake of the exams.
Reacting to Dumdum’s initial allegations, board exam passer Gerard Gumban said Dumdum’s statements were “unfair for us here in Davao who passed the exams fair and square.”
“The NBI should make its own probe if there really was leakage here in Davao. Let’s not just readily believe in hearsay. Let us confirm first before we act on it. That’s one of the duties of a nurse,” Gumban said.
Gumban even went to the extreme of calling on every licensed nurse to retake the board exams.
“The issue of leakage has been there for a long time now, and unluckily, it is our batch (June, 2006) that has been dragged into this controversy,” he said.
“To erase the stigma, let all of us nurses, including deans of colleges of nursing that are pushing for a retake, retake the NLE to restore the credibility and integrity of the nursing profession.”
“Let us have a retake at the same time because we really would never know if there were leakages in past examinations,” he said.
Eric Caballero, a nursing graduate from the Davao Doctors College, said Dumdum, whom he considered a mentor and a friend, did not have the credibility “to be saying all these things.”
“He is saying that his statements were hypothetical. If they were hypothetical, why would he allow himself to be interviewed?” Caballero said.
Jake Lim, another board passer, said there should be no retake of the June exams.
“Instead of letting us all take the board exams, why not pinpoint the review center where the leaked test questions were allegedly used,” Lim said.
Before Dumdum made his initial allegations, the president of the faculty association of the University of Santo Tomas’ College of Nursing, Rene Luis Tadle, also spoke about a supposed widespread test leakage.
Tadle said that five examinees from Baguio City had submitted affidavits to the NBI stating that they received leaked questions for Tests 1 and 2, covering fundamentals of nursing and maternal and child health care.

NATIONWIDE LEAK IS IMPROBABLE.
E-MAIL?
Less than 10% of the country have access to a computer much less to the internet.
Those who do have access to the internet access it outside the home. Psychology wise during the stressful times before the exams students try to relax by getting together with friends (watch movies or whatever... anything other than picking up another reading material). Any intelligent person would rather bank on 4 years of college and months of review than an alleged leak.
SMS?MMS?
Can you imagine texting an 18page manuscript? MMS? How many people have access to MMS? Imagine the amount of memory it occupies and the time it takes for the sender to send it, and the reciepient to actually recieve it?
FAX?
18 pages... Have you tried faxing 18 pages? After faxing what?... Photocopying?... That's very subtle... Mimeographing?... Time consuming also.

NBI should include UST in the investigation...
Does anyone wonder why Luis Tadle (a Rizal prof & NOT A NURSE) is heading the UST NURSING FACULTY, and UST for RETAKE ???
And why the UST DEAN OF NURSING is keeping a low profile????
NBI should include in the investigation... if INRESS has leakage then so is UST!!!
It's not the first time UST did go this far just for that 'coveted school ranking'... PT boards of 1996 was one proof... who knows how many more 'skeletons in the closet' are they hiding...

We all know that these ALLEGATIONS can be FABRICATED just to make it appear that the leak was widespread & that other tests are involved.
One possible scenario:
Theres a lot of demand for past PRC examinations. They are catered to the schools (for review purposes), the vendors (outside PRC), the review centers (for analysis) & more.
AFTER the examination, ANY one person of the PRC personels & the friends & family members of the BON, MAY get hold of one of the test papers used & sell it.
I believe the likes of UST always get a hold of such "after exam test paper".
It is then possible for them to FABRICATE that there was leakage all over the entire examination.
Just think hard & remember that we live in the Philippines. It is not so hard to do.. :-)

Why UST & company is pushing it hard to retake tests III & V?
UST’s real agenda is to RETAKE test III at all costs.
----This is where most of their examinees failed.
But how can they justify a retake of test III if there where only 20 items leaked?
----They would now have to include test V so that the integrity of the exam would be questionable & thus a possible RETAKE may be implemented.
Why not test I, II & IV but only test V?
----Tests I, II & IV are tests where the examinees faired well but would be hard to repeat. We all know that test V is the easiest test of all to repeat. So they opt for test V.
How can this be possible?
UST had the leakage prior the examination & had a copy of the whole examination after the exams. They have studied well how to go about the situation in case the turnout of the results would be unacceptable to them. They have already fabricated leakages for emergency purposes. Right now they are threatening to expose alleged leakages of tests I & II of which they fabricated.
It is a fact that right after the exams, examinee from all colleges where cursing test III. UST thought they had the backing of all the examinees.
So what about the Baguio complainants?
---- They never thought that they will not pass that exam. If they did, they wouldn’t have complained. Where are they now? Only a few of the original complainants are pushing for a RETAKE. There was a column wherein Atty. Yangot said: If only she knew PRC was bent for optional retake, they would have accepted it.
How about the other complainants?
---- All others are riding the issue just to pursue their personal agendas.
Dante Ang –--- frustrated after 7 years of NCLEX officials not choosing the Philippines as a testing site. (He makes it appear that this leakage was the reason). If NCLEX choose us to be a testing site, there would be lot of opprtunities for Dante Ang & GMA to make a lot of money for their own. From transporation to accomodation & more.
ADCPN & other PNA –--- Simply put, they want the BON, PRC officials out. They want somebody else from their own to be placed instead.
UP dean –--- She wants to boast that her school is the best having 100% passing. She wants her students to be the 1st choice for being hired because the competition is tough.
Senators Gordon & others –--- Gordon is grandstanding to make it appear that he can rid this country of scams & irregularities. If you knew nothing, Gordon would really appear good in the eyes of the public. As for the others, it is the same while some others are just plain dumb to understand. The presidency Mr. Gordon?
The MEDIA –--- well, Manila Times is Dante Ang, ABS-CBN is for the cum laudes of UST who failed the exams.

On the matter of retake of test 3:
Worst case, RETAKE OF 20 QUESTIONS only--those with leakage only!!!
Why retake the whole 100-question test 3 when 80 questions remained valid? Passers have earned vested rights over their passing the 80 valid questions! Ano sila UST, etc., sinuswerte sa retake? Mga passers, never kayong pumayag sa whole retake ng test 3!!! That is not justifiable even before the Court.
Okay, panakot nila, Executive Order para mapabilis. Ano sila, amateur thinkers? Me kaso pa nga sa CA, di yung Executive Order ipa-TRO naman sa Supreme Court dahil nga me pending case pa sa CA!!!
Di lalong nalayo yung pangarap ni Dr. Dante Ang na immediate and whole retake. Dahil dalawa pa ang magiging kaso sa Court.
At ikaw naman Mr. Tadle, sabihin mo muna kung passers o flunkers yang 5 new witnesses mo bago ka magpista. Dahil kung flunkers, how come?

This is good for humor DH but seriously, the cabinet used a simple Cost Benefit Analysis and had a look at statistics to justify the retake. This is how it probably went:
What is at stake here? The reputation and integrity of around 137,000 Filipino health care workers deployed worldwide, mostly in the middle east, north America, Europe (specially UK), Netherlands, high income asia, and future japan. These nurses remit an average of $ 2.2 Billion US Dollars per annum.
How much will is cost to fund the retake of 17,821 nurses? Inclusive of logistics, lunch and some pocket money to take home? Less than $ 2 Million US Dollars. That’s quite cheap isn’t it?
What can we further gain with a retake? The continued outflow of approximately 13,000 nurses per annum, in addition to the 137,000 who will get to keep their jobs after a retake. The Philippines will continue to enjoy an inflow of over 2$ Billion US Dollars, which is also increasing by approximately $200,000 Million US dollars per annum, at an accelerating rate. Most priceless of all is the peace of mind that Filipinos will continue to be the most trusted race to fill in the ever increasing demand of registered nurses in the future.
Considering these figures, seems like a retake is not such a bad deal for the Philippines after all?
I therefore propose that we change the title of this forum to "LET'S DO A RETAKE!!! - JUSTICE FOR ALL"""
