Palace withholds EO on nursing exam retake


Malacañan on Wednesday refused to release an executive order on the retake of the June 2006 Nursing Licensure Examinations that was marred by leakage.

Executive Secretary Eduardo Ermita said the palace will wait for the results of the National Bureau of Investigation probe on the leakage, which will be submitted on October 15.

He added that the government is deferring its action on the retake of the nursing licensure examination until the Court of Appeals acts on a pending petition on the issue.

Ermita said President Arroyo’s decision ordering the 42,000 nursing graduates who took the June examinations to take the test again was meant to save the integrity of the nursing profession.

The President earlier announced that she had agreed to allow the retake of Tests 3 and 5 of the examinations.

Ermita said the government would shoulder the expenses to be incurred by the Professional Regulation Commission for the retake. He said P52 million has been allocated for the retake.

It is unfair to the President to have her sign an Executive Order on nursing exam retake that cannot be enforced because of a pending case before the Court of Appeals. It is demeaning to the President to have her WORTHLESS signature on an Executive Order that is not enforceable and is thus a mere scrap of paper.

Just imagine what will happen if an Executive Order is issued and later on the final Court decision is exactly the opposite? Either the President complies--to her utter embarrassment--or refuses to do so and provokes a constitutional crisis!
