A professor of the University of Santo Tomas is set to file a motion for reconsideration before the Court of Appeals following the release of the court's decision ordering a selective retake of the June 2006 Nursing Licensure Examinations that were marred by leakage.

Prof. Rene Tadle of the UST College of Nursing said the court’s decision ordering only 1,687 examinees to retake tests 3 and 5 may not benefit the nursing profession.

“With this kind of decision of no (mandatory) retake of tests 3 and 5, it still doesn’t answer everyone’s concerns about the integrity of the nursing licensure examination,” he told DZMM.

Tadle said the court did not address the extent of the leakage of the exam. He said RA Gapuz Review Center, which received the leakage, has branches all over the country.

He added that five examinees from Nueva Ecija, Tarlac and Baguio City also issued sworn statements linking a Manila-based review center to the leakage of questions on Tests 1 and 2.

He said based on the sworn statements, 50 questions that were leaked came out in the actual examination.

Tadle said he will move to block the oath-taking of nurses this week since the appellate court’s decision “is not final and executory.”

On Friday, the Court of Appeals ruled that the 1,687 examinees who benefited from the recomputation of grades should take tests 3 and 5 of the nursing board.

It also ordered the PRC to include the 1,186 examinees that were removed from the list of board passers after the recomputation of grades.

The court said board passers on the original PRC list can take their oaths and get their nursing licenses.

It added, however, that the licenses can be revoked if investigators prove that a nursing board passer benefited from the leakage.

If you want to address integrity in any profession, it is to clean the system of people like Tadle, who keeps degrading the profession my maliciously announcing ficticiousireegularities backed by unreliable hearsays.

Ang tingin ni Tadle, mas matalino siya sa mga justices, ke GMA, sa mga politicians at lalo na sa mga nurses.

Huwag ka mag magaling Tadle, at alam ni Lord na wala kang kwentang tao, kung tao ka man!

nakakaawa naman talaga si tadle, sukdulan na ang kahayukan sa publicity, di na tinigilan ang mga kawawang board passers.

Just a recap of the issues for our collective understanding. Please react if my understanding is correct.This contoversy drains a lot of us.Here goes:
1.The CA ruled based on NBI findings that the leakage is not widespread. That is a matter of CA judgment based on the evidence that it is limited only to the last briefing of the 3 review centers. Going further under the law, a leakage is legally defined as the official test paper that by ommission or commission leaked to an interested party. Ust et.al have sufficient time to help the NBI with evidence. Of course under our laws have the right to file a Motion for Reconsideration.They can still submit additional evidence but if it is not enough for the CA to conclude that it is not widespread, the CA decision is difficult to overturn. From the very beginning the issue is "widespread or massive", Now the CA in effect says the result is valid because the "leakage" is insignificant hence not widespread,Pinahahaba lang talaga pero ganyan ang batas.
2. The issue of the 1687 removed by the cancellation of Res 31. is an entirely different matter. In their haste, misjudgment on case of leakage(they wrongly judged that the leakage on test 3 and 5 is widespread or massive) they use the IBE fromula resultin in deletion of 1200 plus and inclusion of 1600 plus. The CA said this is wrong, again, based on their judgment that the leakage is not widespread. Another again therefore UST and co. has to give evidence that the leakage is widespread. Hence, now the "teleconferencing", nationwide dessimination of the leaked questions etc.
Be patient but do not waiver continue with the fight for our nurses.

What do these people really want from us - batch 2006 board passers?
Fellow nurses, Let us not lose HOPE. There is hope as long as we are still alive. Let us thank the Lord for a fair judgement from the CA - although there are still some who will be subjected to retakeTest 3&5 - let us pray for their success.
And let not these people disturb our unwavering FAITH in Him. Lets us not worry too much & keep on praying.
