A resident of Baguio City, Ryan Moses S. Manzano, has testified on the fraud that marred the nursing board examination in June 2006.
In a sworn statement submitted to the court in Baguio on October 19, Manzano said that he graduated with the degree of Bachelor of Science in Nursing from Saint Louis University, Baguio City, in April 2006.
He said that in June 2006 he took the Nurses Licensure Examination (NLE) administered by the Professional Regulation Commission (PRC). He was among those who passed the examination in the city of Baguio.
"The examination was plagued with fraud with the leakage of test questions before the NLE. This prompted me and 91 other examinees to file a complaint with the PRC seeking an investigation into the leakage by an independent fact-finding body and praying for the invalidation of the leaked questions," Manzano said.
While Manzano’s complaint was pending, the PRC, he said, "precipitately" released the results of the examination, reputedly basing its action on Resolution 31, series of 2006, passed by the Board of Nursing and approved by the Professional Regulation Commission.
He continued: "My name was included among the list of passers. My average is 77.6%, with my individual scores in five tests as follows:
a. Test I 81%
b. Test II 77%
c. Test III 75%
d. Test IV 79%
e. Test V 76%
Now Manzano is among those ordered to retake the NLE, as a result of a decision made by the Court of Appeals. He said he did not have the leaked test questions but knew that others had them.

You passed the exam with 76+ rating indeed, but that was when the PRC used Resolution 31 to address the leakage in which you were the whistleblower. But now that the CA ordered the PRC to stick with the original result, nasali ka sa mag re-retake ngayon. That only mean that you just passed the exam because of the recomputation but honestly speaking hindi ka talaga umabot sa 75 na passing rate. Magsampa ka na lang ng kaso vs. the PRC or you can take the exam again on December, it's your call. I don't believe that the leakage was widespread kasi if it was logic simply dictates that the passing rate could have gone higher than normal pero hindi eh, at kung widespread man, granting that it is, hindi siya nagamit nong nakakuha or only a few benefitted from it, again because of the low passing rate, the lowest in a 5 year period kaya nag rule ang CA na hindi siya talamak simply because of the result. The fiasco just became this sensational because of the media who blew it in unprecedented proportion and because of the so called "Guardians of the Profession", the like of Mr. Tadle, the UP Dean that wrote to the international world through the PNA abroad about it thus the sensationalization of it. Blame it to everybody except themselves. That my friend is the whole story of this drama.

You just dont seem to get it, if you think that 1 to 3 thousand examinee who benefitted from the leakage is not widespread, what is....The point is, the exam integrity is compromised, there was a leakage and i dont know why its just ok to many people, dont we have any more standard. are we just willing to accept substandard on everything...what will happen if its the board exam for doctor....and did it not occur to you that the reason why so many have failed is because there were a lot of subjective question in the exam, the BON have made it that way so that there will be a lot of buyer for their leaks...dont be so naive....

JUST BECAUSE YOU FLUNKED DOESN'T MEAN EVERYBODY HAS TO TAKE THE EXAM AGAIN WITH YOU.
WHY WOULD YOU INSIST ON A NATIONAL RETAKE RATHER THAN ASK THE PRC TO SHOW YOU YOUR PAPER?
WOULDN'T THAT BE A COURSE OF ACTION THAT IS MORE CLOSELY RELATED TO YOUR LAMENT?
DO YOU REALLY NEED TO HAVE OTHER PEOPLE TAKE THE EXAMS WITH YOU?

Pasado ka under the recomputation of grades by PRC to remove the effect of leakage, but because of the complaints filed before CA, and the decision of CA to go back to the original computation--your real average grade came to light--that you are a flunker--so sisihin mo kayong nagcomplaint sa CA, huwag PRC. Ang PRC nga, kung puede lang, gusto kayong ipasa, pero sorry, yang flunking mo and need for retake, outcome ng complaint sa CA, na-reversed yung passing mo under PRC.

JUST EXACTLY HOW MANY SUBJECTIVE QUESTION WERE THERE IN THE BOARD EXAM... 5? OUT OF 500? 10 MAYBE? AND THEY FAILED MAINLY BECAUSE OF THESE?... MAYBE THEY ARE THE SUBSTANDARD NURSES.
THE POINT IS NOT EVERYONE BENEFITTED FROM THE LEAK.
AND THE PROBABILITY OF 1-3K STUDENTS BENEFITTING FROM THE LEAK DOES NOT CHANGE THE FACT THAT THIS JUNE 2006 BOARD EXAM PASSING RATE IS THE LOWEST IN HISTORY... NOR DOES IT CHANGE THE FACT THAT NO EVIDENCE HAS BEEN PRESENTED THAT THE LEAK WAS NATIONWIDE AND WIDESPREAD...
YOU CAN STRETCH YOUR IMAGINATION AS MUCH AS YOU WANT BUT THE FACT REMAINS THE SAME ... THERE IS NO CONCRETE BASIS FOR HOLDING A NATIONWIDE RETAKE...

PRC is supposed to make everyone to have a retake, but because Rosero is trying to cover up the leakage.... and putting you in the passing list so that you can protest against a retake....admit it that you are afraid for a retake because you might not be lucky this time

The problem with you guys just because PRC included your name in the passer list you feel that no one can question you or PRC....keep it up...you might have your license...but who will hire you...i hope Rosero will put up a hospital so she could be able to hire you guys....problema lang may patient kaya pupunta sa ospital niyo.....

THAT FACT IS ALL YOU CAN COUNT ON IS PARANOIA... YOU HAD DOUBTS WITH RESOLUTION 31... YOU STILL DOUBT RA 9173... YOU WANT TO GIVE ANOTHER FORMULA?... y dont you try asking your test paper sa prc. sasabihin lang sayo, ndi pwede. nashred na namin yung mga papers nyo.. sa tingin ko gusto tlga ng prc iwhitewash yung leakge na issue. ndi natin alam kung paano ginwa ng prc ang pagcheck ng papers natin. ndi natin alam baka iniba na din yung mga sagot para lang ndi halata na may leakage. so ang lumabas tlga ay mga pumasa ngayon mali ang nasagot naging tama tuloy sa prc. kaya yung ibang may leakage, bumaba ang mga grades kaya ndi nahalata na may leakage.. kaw na nagsabi na ito ang pinakamababang ratings in 5 yrs.. ndi kaya nabaliktad? dapat 58 percent tayo and 42 precent ang bagsak? coincidence ba? at bakit sasabihin ni rosero na alleged leakage dati, eh may proof na nga binigay sa kanila. tapos naglabas pa sya ng list of passers... well, yan ba ang leafer nyo? yan ba yung pinagmamalaki nyo na daapt ndi idemanda.

In the past, an honor graduate who failed the board exam (not nursing but one where the passing rate was usually 25% or less during that time) asked that the checking of her exam papers be reviewed.
The decision was that it cannot be allowed because that will open the floodgates to endless protests by those who fail board exams. Hence that is the rule being followed in all board exams, not just in nursing--that examinees cannot demand for rechecking of their test papers.

You're the one that doesn't get it, wala kaming alam kung anong ginawa ng PRC sa grades nsmin but ang alam ko pumasa kami both sa recomputation at sa original list of passers, kaya ano tawag sa amin, eh di matalino, diba? Kayo putak ng putak dahil pasang awa lang kayo at hindi ninyo matanggap na bagsak kayo kaya ano-anong dahilan na pinuputakte ninyo. Kung nag-aral lang sana kayo ng mabuti at pinaubaya sa Diyos ang lahat eh di pumasa sana kayo. Ako hindi ko inilagay sa isip ko na magaling ako, ang inisip ko na meyrong Diyos na siyang me alam ng lahat at sa kanya ko ipinaubaya ang kinahinatnan ng exam na ito. Kaya kahit anon pa gawin nila ss God na ang bahala ng lahat. Huwag mo rin sabihing walang tatanggap sa amin dahil ang Diyos rin ang mi sabi " If God closes the door, He opens the windows of opportunities for those whose trust is in Him. And I don't think any employer would simply passout any June NLE passer without looking your transcript of Records. Eh kung 95 yong mga grades mo diba they will think twice before denying you. Ganoon lang ka siple yong explanation na to na hindi lahat ng mga employers ay walang isip gaya ng pinagiisip ninyo. C'mon guys you know better than that!

you really deserve to retake, not just test 3 and 5, but the entire exam, because , in the first place, you were the ones who clamored for a retake, di ba. buti nga sa inyo na taga baguio. you all deserve to retake the exams, dahil sa kabobohan nyo, nadamay kami dito sa mindanao.

sa inyong mga taga baguio na mga bobo, dapat lang na iparetake kayong lahat. wala ba kayong napansin, halos lahat na nang malas nasa inyo na, bagyo, lindol, at bobong estudyante. kawawa naman kayo. tapos, kulang pa sa pansin, mahilig sa media hype. and you deserve it, a retake for all of you.

Sa mga ginawa ng prc sa mga grade manipulations, di ba nyo sisihin ang prc sa mga nangyari? di ba nagbakasyon pa sa Switzerland ang mga staff, courtesy of gapuz et.al? di na kayo nakahalata?
anyway, tungkol sa retake, dapat lang magretake yong mga passers na nagreview sa inress,gapuz,at pentagon. Also,yong mga original na pumasa,sans ingress-pentagon-gapuz reviwees,ay nararapat lang na magoathtaking.
simply lang, di ba? kung gusto ng UST na magretake,lahat ng passers ng UST ay magretake--kasi yon ang gusto nila, at hwag silang magdamay! sabi nila kasi yong nursing dean nila ay reviewer ng inress, kaya gusto nya mgretake uli,magreview uli,at may pera uling papasok.
ganyan talaga sila, gusto nila pahirapan yong mahirap!
